		<description><![CDATA[Madison WI recently made it illegal to throw plastic bags out ($100+ fine)...they have set up common drop areas for people to disgard the bags...obviously this will be a self policing type of policy as police have stated they will not actively seek out illegal disgarders...but nonethless the next logical step is the ban.  The nickel tax seems like more polluting than a ban.  Has anyone considered the amount a material and processes necessary to create all these &#039;reusable&#039; plastic/cloth/fabric bags?]]></description>
